Three Ways to Support NYC’s Aging Immigrants

This testimony before the New York City Council’s Committee on Aging presents three ways to support older immigrants in New York City. First, the city should establish a baselined, permanent funding stream for neighborhood-based naturally occurring retirement communities (NORCs) to make up for pervasive underfunding of these housing-based services. Second, the city should strengthen the ability of ethnic organizations to work with seniors by expanding opportunities to obtain New York City’s Department for the Aging contracts or subcontract with larger organizations that serve older adults. Finally, the city should support a stronger role for libraries as disseminators of information and as sites for intergenerational programming in every neighborhood.
